THE NEED FOR A MALAYSIAN SUPPLY BASE
In the initial days, oil companies active in offshore oil exploration and production managed their own supply depots or operated from supply bases in neighbouring countries, thus keeping participation in the industry by Malaysians to a minimum. 

The establishment of an offshore supply base at Labuan was an integral part of the government's plan to indigenise the industry and keep profits within the country. 

Asian Supply Base Sdn. Bhd. was incorporated on 17 March 1984 as a commercial entity to develop and manage efficiently the facilities and services orientated towards customers' requirements.

Enviable Location

Strategically located in the heart of Southeast Asia and designated as a Federal Territory, Labuan is under the jurisdiction of the Prime Minister's Department. Its status as an International Offshore Financial Centre (IOFC) with facilities such as the International Stock Exchange and Monetary Exchange as well as International Ship Registration will further expand the scope of financial and capital market services and enhance the economic growth in the region. 

Tax Exemption

Labuan is a duty free location so all goods imported into Labuan are free from customs duties and taxes. 

Petroleum exploration, drilling and production companies operating from ASB are exempted from import duties and sales tax for materials and equipment used directly for upstream petroleum operations. 

All Weather Jetty

ASB has a sheltered sea frontage of 1652.5 metres which makes it easily accessible from Victoria Harbour which is just 1.5 km away. The all-weather jetty provides adequate berthing space for five supply boats at any one time and a turnaround time of two to three hours. Flood lighting at strategic work areas allows for efficient night operations. 

Bulking Plant

A bulk plant silo platform on the jetty head provides 16 silos for the storage and rapid loading of bulk materials such as baryte, bentonite and cement. 

Storage Facilities

Adequate storage facilities are available at ASB's covered warehouse with a floor area of 4,500 sq. metres and a loading capacity of five tons per sq. metre. Other facilities includes potable water and bunker fuel. An open yard holds tubular goods and miscellaneous equipment. There are also specially-built bunkers to store explosives.

Workshops

Well-equipped workshops service customers' needs for cleaning, repair and fabrication facilities. 

Material Handling and Manpower

Material handling equipment and transport vehicles such as heavy lift cranes, pipehandlers, forklifts, trucks and trailers operated by trained personnel are available for hire. 

Reliable Infrastructure

A service network supplies the base with potable water, electricity, telecommunication lines and a fire-fighting system. Two-channel walkie-talkie, an offshore radio and telex/fax machines are available for use by tenants. 

Ancillary Services Within Reach

Customs, immigration and medical aid stations are available within reach. Experienced shipping, freight forwarding, packing and customs agents, shop surveyors and marine insurance adjustors all maintain offices at the base. 

Top Security and Safety Measures

The base is a protected, customs-bonded area with perimeter security fencing all around. There is only one main gate manned round the clock by strict security. Operations at the base are in compliance with Health, Safety and Environmental Regulations. 

FUTURE DIRECTIONS

Backed by its strong track record of experience and efficiency in the service industry, ASB is interested in joint-venture partners who would like to venture into semi-processing and light manufacturing activities related to the upstream petroleum industry and complementary to its existing range of services.
